Bright harvest on the other hand is a absolute must for me. You can modernize your farms by adding tractors which increases the production and reduces the workforce needed. When your cities grow larger you will need a steady supply for certain farm goods. This dlc will really help you out in the mid and end game.
Yes all non-cosmetic DLC worth it, I see on Steam that the sales for Y4 complete edition are -55% now. Already cheaper than last Christmas sales when I bought the same edition.Not sure about other platforms. If you care only about functional DLC, Y4 complete edition is the most money saving package to buy, especially during sales. BZ27U.
